Ken Evans was on the Festival Board.  He discusses some of the politics and why the 1979 plays didn't happen till 1980 - breaking the three year cycle into four yearly, but still in Museum Gardens,  He also discusses how in 1992 the Plays moved to the Theatre Royal.  The Gardens appear problematic because of worries about the cost of scaffolding of a static play but also worries about the damage to the grass of a promenade play.
